A 13-year-old boy who could not be identified under the provisions of the Youth Criminal Justice Act has been charged with second-degree murder. He will appear in court on Friday.

“Both families in this case were clearly destroyed,” Det said. Sgt. Rob Choe said Friday. “We support them in the best way we can.”

Carter was the city’s eighth homicide victim of the year.

“Although we are not looking for other suspects, we are still in the middle of our investigation,” Choe added.

Anyone with information is asked to contact Toronto Police or Crime Stoppers.

Staff Supt. Lauren Pogue said both the victim’s family and her community were traumatized.

“In this case, the involvement of two teenage boys is almost unthinkable and, as a community, we should be damned,” he said. “This is a sad and unfortunate example of the proliferation of guns in our city.”
