Submission of proposals to the IT Investment Committee

Dear colleagues

The University of Cape Town (UCT) is meeting again with the Information Technology Investment and Prioritization Committee (ITIPC). It is a sub-committee of the university’s IT governance committee-the University ICT Committee (UICTC).

ITIPC did not meet in 2020 and 2021, following a decision made by the University Finance Committee (UFC) to temporarily limit capital investments due to the need to re-prioritize institutional spending due to the financial impact of COVID-19.

The university’s current financial position allows us to convene the ITIPC, which will allow the UCT community to submit capital investment requests to support significant IT-related initiatives or projects that have a broad impact on whole university.

The main objectives of ITIPC are:

  • qualify and quantify IT investment requests; at
  • prioritize and recommend IT investments to the university’s Resource Allocation Advisory Group (RAAG).

These objectives are achieved through the analysis and evaluation of IT investment requests, in the form of completed project proposals, in accordance with:

  • the university’s IT strategy and priorities as defined by UICTC, and the university’s strategic plans and objectives;
  • IT service delivery and support requirements; at
  • an agreed IT investment framework.

The deadline for submission of project proposals is 29 July 2022.

The timing of the process is governed by the need to meet the requirements for submission to the RAAG and to the UFC for decisions to be finalized for the 2023 budget cycle.

Pursuant to RAAG approval and UFC funding allocation, more detailed business cases may be needed in certain circumstances, to investigate the feasibility of solution options and to recommend the most appropriate solution for implementing project. This is in accordance with specified business and technical requirements, including security and enterprise architecture considerations.

We look forward to your input in this process, which is crucial in ensuring that UCT invests appropriately in IT -related projects consistent with the university’s Vision 2030.
